A seven-point plan has been proposed to prepare for potential pandemics or health emergencies in anticipation of the Jubilee. Developed by Massimo Ciccozzi and Francesco Branda (Campus Bio-Medico University of Rome) in collaboration with Fabio Scarpa (University of Sassari), this Pandemic Preparedness and Response Plan has been specifically designed for the Jubilee 2024.

The plan revolves around seven strategic pillars, with epidemiological surveillance as its cornerstone. Prevention and control are central to the operational strategies, supported by targeted vaccination campaigns. An innovative element is the integration of the One Health approach.
"The Jubilee of 2024," explain the authors, "represents a moment of profound spiritual, cultural, and social significance, drawing millions of pilgrims from around the world to Italy and artistic cities like Rome for a collective experience of renewal and celebration. However, events of this magnitude pose significant public health challenges, as the risk of infectious disease spread increases dramatically in contexts with high population density and large-scale international mobility."
Health Risks of Mass Gatherings
Viruses and bacteria travel with moving crowds, and recent epidemics and pandemics, such as MERS, SARS, and COVID-19, have highlighted the necessity of a global and integrated approach to emergency preparedness and response. Global Health and epidemiological monitoring are key principles of the plan. History has shown that timely and coordinated management can make the difference between containing a localized outbreak and facing a global health crisis.
The Pandemic Preparedness and Response Plan for Jubilee 2024 strongly emphasizes adopting a scientific and multidisciplinary approach to mitigate and manage health risks associated with mass events like the Jubilee. Drawing from historical cases like MERS outbreaks during the Hajj in 2012, the SARS spread in 2003, and cholera epidemics following the Haiti earthquake in 2010, the authors stress the need for rigorous preparation to prevent local outbreaks from escalating into global health emergencies.

"Epidemiological surveillance, using cutting-edge tools like genetic sequencing and bioinformatics, is the heart of the plan, ensuring real-time monitoring for early detection of emerging pathogens," explains Massimo Ciccozzi, Professor of Epidemiology and Medical Statistics at Campus Bio-Medico University in Rome. He adds, "Research and innovation, powered by advanced technologies such as artificial intelligence and predictive models, aim to optimize interventions for rapid and effective responses to potential health crises."
Another fundamental aspect is training and educating professionals and communities through skill development programs, workshops, and awareness campaigns to ensure that all stakeholders are prepared to handle emergency situations.
Vaccination Campaigns
Collaboration with national and international health organizations is identified as a critical element to ensure timely and coordinated responses, facilitating the effective exchange of knowledge and resources. "Prevention and control are at the core of operational strategies, with targeted vaccination campaigns and awareness initiatives aimed at reducing the risk of outbreaks," Ciccozzi continues.
The One Health Approach
A distinctive and innovative feature of the plan is the integration of the One Health approach, which recognizes the interconnectedness of human, animal, and environmental health. This holistic approach addresses zoonotic diseases to prevent the cross-species spread of pathogens.
